Affordable Housing
Providing, finding, and keeping a place to live in Harrisburg.
We create safe, quality, and dignified places to call home. Our homes are rooted in community and designed for connection, so the people who live in them can move beyond uncertainty, build stability, and create the futures they envision.

We pair affordable homes with support for the people who live in them.
A safe and stable home is the foundation for everything else. We believe an affordable home should be as well built and welcoming as any other, and close to the transportation, health care, food, and jobs people need. Sycamore Homes was designed to challenge the stigma that often comes with affordable housing and to give residents a home they are proud of. That is why each apartment has its own washer and dryer, a dishwasher, and granite countertops, and why all 23 apartments are affordable, where many new buildings reserve only a portion.
Moving in is where our relationship with a resident begins. A community room brings neighbors together for classes and gatherings, and LCF staff are close by when someone needs a hand. Woodward Lofts will open the same way in 2027, with staff on hand to help residents with health care and benefits.
LCF is a certified Community Housing Development Organization (CHDO), and was certified as Dauphin County’s CHDO in 2023.
From building new homes to helping people stay in theirs.
Developing affordable homes
We develop new apartment buildings in Harrisburg for households with limited incomes, with public funders and local partners.

Managing buildings and supporting residents
We manage the buildings we develop and connect residents with support for their health, finances, and everyday needs, along with gatherings that bring neighbors together.

Housing counseling
Free one-on-one help for anyone who wants to find, keep, or improve their housing, from securing a rental to getting ready to buy a home. Sessions cover credit, financial literacy, and first-time home buying.

Housing stability
We help people search for housing and talk with landlords. We also refer people to rental and utility assistance, and we work with them to avoid eviction.

Our housing work covers four connected areas. Some people meet us as residents of an LCF building, and others come to us for help with housing somewhere else.
Homes we have built, and help for people wherever they live.
We want each building to be a place residents are proud of and a good neighbor. Our housing help reaches further: our team works with each person with dignity and respect wherever they live.

What we want for residents and for Harrisburg.
We measure our housing work by what changes for the people we serve and for their neighborhoods. These are the outcomes we are working toward.
More safe, quality homes people can afford
More people with limited incomes in well-built homes, close to transportation, food, health care, and jobs.
Less uncertainty, more stability
Residents who no longer carry the stress of not knowing where they will live, and can focus on health, work, school, and savings.
Dignity, pride, and belonging
Homes residents are proud of, and neighbors who know one another and take part in the life of their community.
A foundation for what comes next
Residents connected to the resources and support that help them move toward greater independence and the goals they set for themselves.
Part of how we support whole families.
A safe and stable home gives people a foundation to look after their health and pursue school, work, and long-term goals. Our housing work runs alongside our public health and workforce programs. At the Fall Family Festival at Sycamore Homes, residents can visit resource tables for LCF’s health and youth programs without leaving the building.

We connect families with health education, care, and programs such as Healthy Futures, in ways that respect their culture and their choices.
